Nicotine Pouch vs Snus: The Difference, Precisely

Snus is a moist tobacco product made from ground tobacco leaf. A nicotine pouch contains no tobacco at all — the leaf is replaced with plant fibre, and nicotine is added to it. They go in the same place, between the upper lip and the gum, and they look similar once bagged, which is why the two words have collapsed into one in both English and Vietnamese usage. The material inside is the difference, and it is a difference of kind rather than of degree.

This matters practically and not just pedantically. If you read a Nordic review of brown snus and then buy a can in Vietnam, you have not bought the product in the review. Everything sold here is the white tobacco-free kind.

What is in a tin of snus

Traditional Swedish snus is ground tobacco leaf mixed with water, salt, a humectant to keep it moist and a pH regulator, then heat-treated before packing. It is brown because it is tobacco, and it is wet. It comes two ways: lös, loose, which the user pinches and shapes into a plug by hand, and portion snus, pre-divided into small paper bags. The portion format is the one the white pouch later inherited.

Because the material is moist tobacco leaf, the bag stains as you wear it and the product generates a lot of coloured saliva — which is where the spitting habit around snus came from. That is a daily-life difference newcomers rarely anticipate.

What is in a nicotine pouch

A nicotine pouch keeps the bag and the position and swaps the base material. Inside a white pouch there are five or six things: nicotine, plant fibre for body (usually eucalyptus or pine cellulose), water, flavouring, a sweetener such as sucralose, and in most brands a pH regulator so the nicotine releases at a steady rate rather than all at once. The bag itself is a food-grade fleece, roughly the same class of material as a tea bag. Ingredient lists are printed on the base of every can.

No tobacco leaf, dust or stem enters that at any stage. But tobacco-free does not mean nicotine-free. The nicotine in a white pouch is still nicotine and is still addictive. In snus the nicotine arrives inside the leaf; in a pouch it is an added ingredient. That is the whole of the change.

The three differences you actually notice

Colour. Snus is brown and the paper darkens as you wear it. A white pouch stays white, because there is no tobacco pigment in it. That is a cosmetic difference and nothing more.

Moisture. Snus is wet by formulation. White pouches are comparatively dry, which is why they produce far less saliva and why no spitting culture ever grew up around them — saliva is swallowed normally.

Taste. A snus portion tastes of tobacco, sometimes with bergamot or a smoke note over it. A white pouch tastes of whatever flavouring was added, which is why the category runs to mint, citrus, berry, coffee, licorice and spice rather than grades of tobacco.

Shape: loose and portion, versus slim and mini

Snus divides into loose and portion, and portion divides again by size, including the wide "large" format that is standard in Scandinavia. The white category standardised differently. In our catalogue the shapes are slim (100 products), long and narrow so it lies flat along the gum line, and mini (48), shorter and thinner and the most discreet; another 534 products carry no format stated by the maker at all. The wide large format is not something we stock, which is one of the more concrete structural differences between the two categories rather than a stocking accident.

Mini does not mean weak. Format changes how a strength registers, because it changes how much of the pouch is against the gum, but it is not itself a strength — some of the strongest cans here are minis.

The same names appear in both worlds

This is where the confusion gets its strongest foothold, because one name on a lid can belong to both categories. Three old Swedish snus houses are in our catalogue, and in every case it is their white tobacco-free line that reaches Vietnam.

Skruf is a Swedish maker with decades of snus behind it and now runs a white Super White line; we hold 14 Skruf products, 13 of which carry a per-pouch figure — five at 6mg, two at 9mg and six at 12mg. Lundgrens, another long-standing Swedish name, runs a white line named after landscapes: Äng, Dunge, Fjällskog, Höståker, Kvällsbris, Månskära, Mörk, Mörk Stark, Rimfrost and Tjäle. All 10 Lundgrens products here carry no per-pouch dose published by the maker, so we publish none. Siberia, made by GN Tobacco, is the name that dominates every conversation about the extreme end; we hold six products, and the maker publishes neither a per-pouch figure nor a milligram-per-gram figure, so the only honest thing to say is that it sits in the extreme tier and is not a place to begin.

If you recognise one of those names from a tin you saw in Sweden, the can sold here is not that tin.

Why English and Vietnamese usage blur them

The product reached Vietnam through online retail and hand luggage, carrying whatever word the first seller used. "Snus" is short, easy to type, already sat in the search box and had brand recognition attached, so it spread across the entire category including cans with no tobacco in them whatsoever. English-speaking users here then adopted the local usage back, because that is the word that returns results.

On this site the category noun for what is sold is "nicotine pouches"; "snus" appears when we mean the tobacco product, or when reporting how people search. The blur has a practical cost: when one name covers everything, a buyer cannot line the can in their hand up against the can in a review, and counterfeit sellers work in exactly that gap. Killa and Pablo are two names heard often in Vietnam that we do not stock at all — zero products between them.

The labels differ too, and that is where people get hurt

Across our 682 products, 352 publish a nicotine figure per pouch and 330 publish none, because their makers state none; in that case the strength field is left empty rather than filled with an estimate. Published doses run from 3mg to 25mg per pouch, and exactly one product sits above 20mg: NOIS Eucalypt at 25mg.

Separately, thirty-five products print a much larger number on the tin — ICEBERG at 70mg/g and 50mg/g, MAGGIE at 60mg/g, GLICK at 50mg/g, NOiS at 50mg/g and 35mg/g, RAVE at 32.5mg/g. Those are milligrams of nicotine per gram of pouch material, a concentration, not a dose per pouch, and a pouch weighs well under a gram. Nothing on the outside of a can distinguishes the two units, the letters are identical, and the per-gram figure is always the larger, so the brands that sound strongest in conversation are very often the ones quoting a concentration. Where the material difference shows up in law

The distinction is not a marketing one; it is the line legislation is drawn along. Vietnam's Law on Prevention and Control of Tobacco Harms No. 09/2012/QH13 defines a tobacco product by reference to tobacco material. A product made from ground tobacco leaf falls inside that definition; a pouch containing no tobacco leaf contains none of that material. Resolution 173/2024/QH15, in force from 1 January 2025, names e-cigarettes and heated tobacco products and does not enumerate oral nicotine pouches.

In Europe the same material line runs the other way. Directive 92/41/EEC, adopted in 1992, prohibited the sale of oral tobacco across the Community; Sweden negotiated an exemption when it joined in 1995 and remains the only EU member state where brown snus is sold, while Norway sits outside the EU and outside that ban. That is the practical reason the product that travels out of Scandinavia to markets like Vietnam is almost always the white line.

All of that is a description of published texts on the review date rather than a conclusion about them. The Ministry of Health's draft amendment dated 20 July 2026 does name nicotine pouches, and Resolution 11/2026/UBTVQH16 placed it before the National Assembly session of October 2026; the standing explainer is here.

What this comparison does not tell you

Everything above compares material, colour, moisture, shape and labelling. It puts neither product on a health scale, in either direction, and it does not place either one against cigarettes or vapes. What is not settled is the long term: tobacco-free oral nicotine is roughly a decade old and the long-horizon research does not exist yet, so a confident long-term verdict from anyone — in either direction — has gone past the evidence.
